Describe the update

This pull request includes the following updates needed after discussion at IGC11:

Remove Prasad Kasibhatla from GCSC, he has stepped down
Rename Adjoint Working Group to Inverse Modeling and Data Assimilation Working Group
Add minutes for June 14 GCSC meeting
