Add EDF Regional inventory option #104

Currently, users need to add the EDF regional inventory into the template run directory manually. We should add this regional inventory by default to the HEMCO_Config file.

Melissa will work on adding the inventory to the washu data portal and aws. Attached is an example of a working HEMCO config with the edf inventory included (courtesy of Hannah). HEMCO_Config.rc.CH4_na.txt
