[FEATURE REQUEST] Feature to easily rescale the Jacobian for sensitivity inversions #80

The elements of the Jacobian matrix are relative quantities -- responses to a 50% perturbation to each state vector element.

This means the Jacobian needs to be rescaled if changing the prior emission estimate in a sensitivity inversion.

Users currently have to implement this scaling themselves. We should add it as a feature for more flexible sensitivity experiments.
