Update dielectric_permittivity_values.rst #561

This is to address issue 560 (https://github.com/geoscixyz/em/issues/560). The velocity of GPR signals in a vacuum should be 0.3 m/ns. I checked with the GPG and my lecture slides. The other values should be correct.
