Small fixes in the application

• [x] Closing a chart before loading block the UI
• [x] Only the owners of a chart or the admin should see the buttons to remove or add a chart
• [x] When adding a chart to the report panel an error occurs
• [x] When managing a chart we should take in account who is the owner of a the chart
• [x] Missing translation for removing chart from current session (right upper corner in the chart)
• [x] Missing drive-upload icon (used in the option to upload a chart from a file)
