Upgrade CesiumJs to latest stable version

Description

Following a preliminary investigation performed using v1.79.1, we have to upgrade the CesiumJS lib to the latest stable (now is v1.89).

Points below must be verified with this upgrade:

• All Unit Tests related to Cesium must pass
• Extensive tests on 3D map using DEV to ensure these are properly working with the new version

Points below represent parts that need to be done as part of this issue:

• The cesium-navigation component needs to be migrated and tested to work with the new version. The actual code is here: https://github.com/geosolutions-it/MapStore2/tree/master/web/client/libs/cesium-navigation
• Plan of manual tests needed to ensure of all the actual MapStore functionalities are working as expected in 3D mode, and no regression is introduced with the migration

• [ ] The Cesium library was upgraded to the latest version: 1.82.1 (previous version: 1.17.0).
• [ ] The Cesium-navigation plugin (with compass enabled, navigation (zoom in/out) and scale bar disabled) works properly in the new version.
• [ ] 3D map instruction (tutorial) appears when changing mode from 2D to 3D. Also, the tutorial doesn't have conflict and overlap with map details panel, even if it was opened in 2D mode.
• [ ] The Cesium logo and map attribution text are located in the map footer.
• [ ] The background layers (base-maps) are activated and pickable as 3D map is initialized.
• [ ] The visibility of the layers in Table of Content (TOC) can be toggled (on/off) correctly.
• [ ] New layers from WMS/WFS sources can be added from catalog to the Cesium scene and the Cesium virtual camera flies to the extent of the added layer.
• [ ] The feature identification tool (with clicking option) works correctly and shows the attributes of the currently activated layers.
• [ ] The geocoding API works in 3D mode.
• [ ] Click on feature with Cesium:
  • open MapStore
  • Login as admin
  • Open the Demo map
  • Click on 3D on the toolbar
  • Open the console
  • Click a feature on the map
  • Then verify no error occurs on console
  • Result of the test: Four errors occur on the console
• [ ] Identify popup overlap with 3D map instructions:
  • Open MapStore
  • Login as admin
  • Open a map
  • Click on burger menu
  • Click on settings
  • Select hover
  • Close settings
  • Hover on a feature on the map
  • Close popup
  • Click on 3D
  • Result of the test: Identify popup overlaps and conflicts with 3D map instruction
• [ ] MapStore crashes when selecting and empty background in3D mode

Hello, is there any update on the status of this issue? Does the second position in 2022.01.00 represent its priority for the milestone? Thanks in advance for any info on this!
