Add an action navbar to manage resources worflow

Description

The main objective of this issue is to introduce a navbar in replacement of the current omnibar to uniform all the viewers and separate plugins related to the GeoStore resource from the others specific for the viewer.

We could port the ActionNavbar implementation from geonode-mapstore-client Screenshot of the geonode-mapstore-client ActionNavbar plugin

Acceptance criteria

• [ ] Evaluate the port of ActionNavbar plugin in the core
• [ ] Review existing layout plugin such as Attribution, Tabs
• [ ] Review all viewer connections and move resource specific plugin in the ActionNavbar. Save, SaveAs, Delete, Details, Import, Export, .... This operation should include also more generic settings like the language selector, home navigation, brand icon

Other useful information

If we correctly separate plugin we could also improve the experience inside the ContextCreator and Context in general and move the Save and Import plugins in this new navbar
