Port to Python3 Azure Directory Services Extension

There are a couple of extensions:

• https://github.com/ckan/ckanext-oauth2waad: latest commit was on 16 Dec 2014.
• https://github.com/nhsengland/ckanext-adfs: lastes commit 11 Mar 2015
  • This seems to be an updated fork https://github.com/boykoc/ckanext-adfs/tree/ckan-2.8-upgrade

We need to find out which one is usable/more suitable to our needs.

In order to test it, we need to:

• port the extension to python 3
• port the extension to CKAN 2.9.x
