Investigation on adding DCAT-AP for CREAA #10

CREAA reports that DCAT-AP shall be used for the CKAN deployment given the interest coming from the downstream communities for which it will have to publish data. CREAA is asking GS to include the DCAT-AP plugin in the CKAN installation; GS will do an investigation.
