Something seems missing in CKAN: https://github.com/ckan/ckan/issues/5536

The after_create method for resources is not called when creating dataset+resources together, while it is called when resources are added via create_resource -- that's why datapusher works on datasets created by hand.

Possibile solutions:

fork CKAN and patch the create_package method
in the harvester, create dataset and then create resources one by one
- con:
- much slower,
- needs some reworking
force a datapusher_submit for each harvested resource
- pro:
- can be easily removed/disabled when no longer needed,
- quite isolated code that can be reused in other harvesters
