Reports: add deadlink reporting #99

Reinstate the deadlink reporting page.

Will use https://github.com/ckan/ckanext-report

Deadlink report is defined starting from this point: https://github.com/geosolutions-it/ckanext-gsreport/blob/215724f0c0a990ced55f7c1ee0e2f3d720f1245a/ckanext/gsreport/reports.py#L378-L385
