Documentation fix -> ckan.locales_offered needed for catalog.rdf dcat endpoint #252

To keep catalog.rdf DCAT endpoint working, there is the requirement to fill _ckan.localesoffered to it en value (maybe DE is accepted too). This leads to a change in package's creator metadata.
