The right holder organization input is wrong:

@etj since it's the same as in CKAN 2.8, i need more info what it should to be.

should it be a normal input ?

The "rights holder" is an organization, so there should be a selector similar to the one above it.

After lot of search in old issues (some images that would explain how it should work are no longer in github), we found the behaviour should be this one:

for dataset created in the current CKAN instance, the rightsholder is the dataset owner (as stored by CKAN), so in DCAT output the rightsholder is generated on the fly (and not from dataset data)
the rightsholder field data is only used when the dataset has been imported/harvested, so that its content is kept within transitive harvesting.

Probably what's wrong is simply the label "Select organization".
