Number of characters for resource title and description in dataset page #124

Adjust resource title characters (max 130 characters) and description (max 300 characters). [Adjust margin right for description text]

Note Within this issue we have to concentrate the work only on increasing the number of characters for title and description. The different grouping logic of resources is part of the issue #120.
