With this PR I want to:

Set new tab metadata as a required field (only from a UI perspective not from a code perspective)
add a placeholder in rndt/layers/forms.py
add extension JS for geonode
remove DISABLE_LAYER_CONSTRAINTS as a variable, now are disabled by default

NOTE: this PR included also the part related to UI_REQUIRED_FIELDS, this part is going to be introduced in GeoNode soon
