Expose security declaration in WFS3 OpenAPI document

This is a really annoying can of worms.... the OpenAPI is limited to a few methods, and we have to find which ones are applicable to the path in use (security filter chains) and declare them. We also need to integrate service security and decide which methods to include in the API document.

Checking with OGC if the above is the actual version we have to implement, after hearing various discussion on whether it's good enough or not.
