Make competition "age group" optional #202

To support competition without age group sementation. We can make it optional or create a special group "All ages".

This must be reflected both into the model, the model's field choices (see #201) and the backend calculations.

@ricardogsilva from your answer here I see that this can already be achieved selecting all the age groups, so the functionality is already available somehow. Going to close this.
