Loggers need to update when configuration changes #12

After changing the configuration, loggers still have their previous 
setting stored, and so the change will only apply after program restart.

Not fixed, changing the properties produces erroneous log file display in log 
window.
Either clear log window or rebuild the contents of the window with the new 
filter 
setting.
