Fix the 'zoom-to' and pop-up display for the DECC in the POI window #3

The Duluth Entertainment Convention Center feature does not zoom to the lat, long coordinate or show the pop-up dialog when clicking the Points of Interest window.

All other features work as-expected.

added the mainLayer to the markerCluster group, added as an exclusive layer to ensure it would also be loaded in the map.
