Geotagging improvements #15

Add the following

[x] help button with instructions (see commits 14bcdd3 and 36c537a).
[ ] tour for when people first open a geotagging application
[x] default country to be zoomed to when geotagging question opened, defined in project template (see commit 83c3391).
[x] ~~search location box~~ (see issue #8).
[x] add satellite and aerial imagery layer (see commit cbe2b50).

@elliec I was wondering, is the tour (for a user's first interaction with the geotagging map) necessary now that we have a help modal? And if it is, what should I put in it that won't be in the help?

@supranove you can leave out the tour for now, we can see what we get in feedback. I will leave this open while we test it but looks good, once testing goes well can close
