1st issue: Are the people in the photo wearing all recommended protective equipment?
The image shows a health worker helping another to wear the protective equipment and is above the waist level shot... as such it cannot depict the shoes etc. However, one could safely assume that the health worker is putting "all" protective equipment. But s/he is not ready. As such how does one answer the question on "All"?
Question may be reworded based on the objective. Is the exercise expected to show examples of how protective environment is not being worn... or is it about showing people wearing "only some of all" protective equipment - indicating negligence etc....
