Add Vagrant management environment

Install Terraform, AWS CLI, Docker, Docker Compose, and any other tools necessary to execute:

• cibuild
• cipublish
• infra

Task breakdown:

• [ ] Copy Vagrantfile from geotrellis/geotrellis-site
  • [ ] Modify exposed ports to match gt-transit service ports
• [ ] Add Ansible deployment for Terraform, AWS CLI, Docker, Docker Compose (this should mimic geotrellis-site/deployment/ansible
• [ ] Add docker-compose setup.
  • [ ] in order to keep the repo clean, move scala-related files into a service/ folder.
  • [ ] Only container is gt-transit, which should be built from openjdk:8-jre, have service/ volume mounted into the container, and run sbt run.
  • [ ] Add docker-compose.test.yml to build images for ECR.
