Median household income layer is not checked and does not load when selecting a template that includes income #145

Tested on staging maps testmap0301 and testmap0125.

  1. Click Plan
  2. Create a new plan and set it to private
  3. Select the Low Income, High Impervious template
  4. The prioritization layer loads with the Percent Impervious Surface layer selecte
  5. Median Household Income is not selected
  6. I selected Median Household Income and the prioritization layer recalculated

This is on production as well.
