OSM => VectorTiles :: (1) OSM PBF -> ORC #7

The old "Part 1" issue has been closed, as we've decided to handle OSM Planet data via converted ORC files instead of XML.

@mojodna has a project which converts OSM PBF data into an ORC file. Him and I have talked about improving it, which would be good to save both time and money.

I have submitted an Azavea R&D proposal to be able to work on this, as the improved conversion tool isn't necessary to begin reading the ORCs that have already been produced.
