bSNES core accuracy mode selection support

Some games have graphics issues - for example Cosmo Police Galivan II, see GIF.

Those issues are fixed by the accuracy profile - which is currently not 
supported in Bizhawk.

the gamedb, and add a profile selection called 'autoselect'
