Fix China Mobile #8

China Mobile continues to be a gigantic PITA. It seems to have something to do with their NAT being unfriendly to UDP flows.

One potential idea is to rapidly deploy TCP/ClutterShirt2 primacy #3. We can then at least let users press a toggle to use TCP flows, and see what they say.

Multipath seems to have fixed this problem largely. We might still want TCP primacy for better stability though?

China Mobile doesn't seem to fail more often than other ISPs at this moment.
