The page http://localhost:8888/share/page/site/<site_name>/customise-site should show

VisibleSiteGroups only if rrdathena:groupsHolder aspect is applied to the current st:site node
VisibleSiteWorkflows only if rrdathena:workflowsHolder aspect is applied to the current st:site node

Try to apply such control on customise-site.ftl
