SlimDX (September 2011) embedded manifest for VC90 #838

If you deploy a 64bit SlimDX (September2011) based application, compiled 
against .net framework 4, it will require not only the VC++ 2010 runtime but 
also the VC++ 2008 runtime.
Without this runtime a System.IO.FileLoadException is thrown.

The error can be seen in the Windows Event Log.

The error vanishes as soon as VCredist_x64 (VC++ runtime 2008) is installed and 
can be reproduced by uninstalling this runtime again.

This was a build mistake in Sept 2011 release and has been repaired for Dec 
2011.
