[TalkBack] Reliable access to cut and paste actions

Conditions:
Samsung Galaxy S III running Android 4.1.1 (from Samsung) and TalkBack 3.3.0.

There does not seem to be a consistent and reliable way to bring up the 
cut/paste bar unless some text is selected, which can be difficult or 
impossible if there is little or no text in the field.

Typical example:
1. Find an edit field wish sufficient text and tap it (the cursor gets 
positioned somewhere in the field).
2. Long-press the field to bring up the cut/paste options.
3. Choose "Select all".
4. Then choose "Copy".
5. Go to an empty edit field and try to long-press it to summon the options.

Despite multiple attempts, I was unsuccessful in summoning the cut/paste bar on 
an empty (or scarcely populated) edit field.

Suggestions:
1. The options should appear whenever long-pressing anywhere on an edit field.
2. Better tools to facilitate text selection would be very welcome (but are 
beyond this particular report).

I think placing these options in the local context menu would be helpful.
