[TalkBack] Read the text change #250

What steps will reproduce the problem?
1. Set the focus on a text, TalkBack read it
2. Wait the text changed
3.

What is the expected output? What do you see instead?
After the text changed, TalkBack read the new value.

What version of the product are you using? On what operating system?
TalkBack 3.31

Please provide any additional information below.
I need it for Compass. Set the focus on the direction. After turn round, the 
direction changed. I need heard the new value.

TalkBack does not automatically read changes to on-screen content. If you need 
this functionality, please see the API documentation for 
View.announceForAccessibility().
