Google TTS speaks times incorrectly

Using either the google TTS engine for chrome with chromevox or even on android.
What steps will reproduce the problem?
1. have an alarm on android or time in google calendar in chrome that ends in 
:00
an example of this would be an alarm for 5:00 AM or time in google calendar of 
1:00 Pm
2. on the lock screen of android with the digital clock widget read the clock. 
google TTS speaks "current time, current date, next day of alarm 5:12 AM.
3. in chrome with the google TTS, make an event in the calendar and have a time 
that ends in :00, for example. you have a dinner appointment with a friend and 
it starts at 6:00 PM, google TTS speaks "6:12 PM.

What is the expected output? What do you see instead?
Google TTS should speak "5 o'clock or 6 o'clock" or even "5:00 or "6:00"
this happens with any time that ends in :00.

What version of the product are you using? On what operating system?
android 4.2.2 and google TTS extension for chrome version 1.02

Please provide any additional information below.
There are other things that are also not properly pronounced. When google TTS 
speaks "settings" sometimes it speaks it as if there was an e or some other 
letter in front of it.
I would be glad to record some audio of google TTS doing this.
I will have to do it in the comments because I don't have the ability to do it 
at this time.
