swipe down/up does not change reading level #284

I have tested 3.4B1 and 3.4B2.  It appears there is no way to read by character 
by changing the reading level in either beta version.  I return to the latest 
version in the play store and things work well again.

In v3.4.0b1, the granularity selection has been moved to the local context menu 
"swipe up then right".

In v3.4.0b2, you can choose the behaviour for the swipe up then down gesture by 
going in to talkback settings > manage gestures > two part vertical gestures.
