[talkback] The portugal TTS engine is abnormal without login

What steps will reproduce the problem?
1. Choose the Porgugal(Brazil)
2. Factory reset
3. Dont' log in with gooogle account
4. Talkback on

What is the expected output? What do you see instead?
The TTS engine is abnormal

What version of the product are you using? On what operating system?
Android 4.2

Please provide any additional information below.
Nexus 4 has the same problem.
When I have this problem, if I access to Google TTS menu, the engine is changed 
correcly.
Please check this issue.

We've made many recent changes to the handling of TTS in recent version of 
TalkBack.  Please also ensure you have updated to the latest Google TTS version 
at https://play.google.com/store/apps/details?id=com.google.android.tts
