Create atomic package #180

The provisional make-up for the package is as follows:

cross_section.py should hold a basic class used to generate the cross-section database (#183).
rates.py should hold the so far used rate databases, which should be moved to here (#208).
tools.py should hold a number of basic classes to be used to build the atomic rate and cross-section databases (#181 #182)

To generalize and refactor the atomic cross-section classes and functionality and keep for the IAEA benchmark, the existing functionality a new branch should be created, and all subsequent development should occur in the said branch.
