Times crossing DST not displayed correctly with specific timezone #705

When the axis "timezone" option is set to a specific timezone, with the help of 
timezoneJS, displaying a time series that crosses the DST-ST boundary results 
in the second 1 am (the one in ST) being omitted. I reproduced this by 
shrinking the time range in the timzones.html example (I also switched the 
specific timezone to America/New_York to match my timezone, as displayed by the 
"browser" timezone option). See attached picture.
