Improve avatar tooltip #126

Parse the input and output it in a similar style. This needs to be done as the links in the html are colored which seems to be forbidden.

Also add information whether someone is suspended or not.

AAAaaand add the tooltip on forum pages, etc.

The problem with the colored links is fixed with #133.
