refactored the force command to be one command and added new options #138

The force command is now in the wiz command dir only and adds all of the following options

Supported syntax

non-admins
force to - non-interactives
force all to - all present non-interactives
force all here to - all present non-interactives

admins

force to - interactive or non-interactive
force all users to - all users
force all npcs here to - all npcs present
force all users here to - all users present
force all to - all present non-interactive
force all here to - all present non-interactive
