Downloads are cappped for downloading radio #421

Do not file a bug report if you are using get_iplayer outside the UK. If you do, your report will be ignored.

The downloads for radio programmes is capped at around 4mb/s when my download speed is much higher usually above 50mb/s or at least in the 40s and tv programmes reflect this more accurately. This also occurs with std or med quality but while high quality downloads at the correct speed the files are too big to download everything in high quality. I would like the ability to download std/med quality radio at a high speed instead of the cap that was introduced a couple of months ago.
