[Feature] Creation of LNURL-w vouchers #3052

Feature description

Some users requested it, but it's not often raised.

Alby users can redeem LNURL vouchers, but not create. Would be nice to have this feature, though not super important.

This would first and foremost need to be supported by the wallet backend. (not the extension)

All of the connectors that currently exist (LND, CLN, Alby, Blink, NWC, etc). Won't happen anytime soon and also isn't possible for some connectors (in self-hosted setups) as it requires an HTTP endpoint. Won't happen anytime soon, I'd just close it tbh.
