AppMaps should be stored relative to the parent of `appmap.yml` #271

If /project/appmap.yml contains appmap_dir: "tmp/appmap", then executing the Java agent inside /project/submodule/ and with working dir /project/submodule should store appmap JSON files at /project/tmp/appmap and not at /project/submodule/tmp/appmap.
