Implement some core operations as actions/filters #34

Now, when Actions and Filters APIs are ready, it's time to implement some important core using those APIs so that it can be easily deregistered and switched to different implementation.

[x] filter for Note::getContentAttribute() so that Markdown parsing is applied as a filter
[x] inserting welcome note as an action

Ideas for other places that could utilize this are more than welcome!
