Discussing with @neilberry001 we decided that it is not currently clear enough where site specific PHP code should live. Currently there is no standard and each new project adopts a slight variant.

Define a clear set of guidelines (add to README) and directories / files to house the site specific code. It should be possible for a new developer to come to any Tanlinell project and discover where site specific code lives without having to consult the lead developer.
