Add HealthMetrics to DiskUsage Target #146

Did we miss this on PermissionsHealth as well? (I think these are the only two tools that are HealthMetricProviders today).

I'm surprised this wasn't a build-time error.

@bplattenburg PermissionsHealth has it.

I think it's because the ToolsApp uses a local version of the tools so it's not really testing the Package file that is needed when publishing the tools and then pulling them in using SPM.
