Request for control of logging via config and per query logging #400

I'm just adding an issue to capture this request. It is something we've been thinking about as part of a general improvement of logging but this specifically reflects the request in https://github.com/Sinodun/stubby_manager_gui/issues/1

@saradickinson So, this is not about dns-requests logging (which could be better handled in stubby I believe), but changing logging levels on a context on the fly? This should also be handled in stubby directly I believe.
