FYI, with me, after fixing detection of TCP_FASTOPEN, all tests started to work again. I now think something in TCP stub resolving is broken when TCP_FASTOPEN is not detected

No it was something completely different. Tests were failing because Ubuntu bionic had multiple IP addresses for localhost.
