Remove configuration for LDN servers #300

The association is being dissolved. The server will be decommissioned at some point.

This is fine, but there are 4 entries in the stubby.yml file for LDN - 2 for port 853 (IPv4 and IPv6) and 2 for port 443. Would you be able to update the PR to remove all 4 to confirm this is what you want?

Thanks for your contribution! I've removed the servers from the Jenkins monitoring and added a note to this page to say they are being decommissioned https://dnsprivacy.org/test_servers/
