Missing Plugin Adminpanel #1

Why does this skeleton not include the Adminpanel plugin?

To download the package with the admin panel go there: https://getgrav.org/download/skeletons/saturn-site/1.1.0-admin

Nevertheless, this install has a bug because the account folder is missing in /user/. You can solve it by creating it manually.
