Support Flink 1.20 #103

This change will amend the documentation to reflect that Flink 1.20 is now supported and will update the pr yaml to ensure that fixes are built against 1.20.

should we drop 1.16 from the pr build? @kristoffSC @MarekMaj I will look at this once my 2 prs that are currently unmerged are in.
