Panel: hide prev/next navigation when it is disabled #206

The prev/next navigation arrows in the panel are disabled if the children of a folder use different templates or status. Therefore oftentimes they are shown but not clickable. I would suggest to hide them in those cases to avoid confusion.

I also think that some kind of quick navigation between related pages in the panel should be present on every page. Using the search or adding page lists to many blueprints is possible but not quite as comfortable as a build in (configurable) drop-down-list or a working prev/next navigation would be.

There is a plugin for v2 which added a jumplist to the topbar.

I actually think that there should be options regarding page cycling. The current setup–being able to cycle only through pages with the same status and template–is rather frustrating.
