Layout shift when scrollbar is missing #3777

Describe the bug

With activated scrollbars, there's a layout shift when navigating between to views where one has an overflow and one does not.

To Reproduce
Steps to reproduce the behavior:

  1. Go to '...'
  2. Click on '....'
  3. Scroll down to '....'
  4. See error
